A sniper is someone who illegitimately gives a map a low rating (often a 0, but sometimes a 1) for the sole purpose of bringing the rating down. Digidexter gave some kind of reason, which differentiates him from a sniper. (He is a bit of an odd rater though, as an "ok" map seems to translate into a 1/5 from him...)
